Redundancy through DNS

Due to impending power shutdown at our head office we are investigating
various options to make our web server redundant. The first problem is both
our name servers are the same subnet. So I presume I have to move one of the
name servers to a different physical location.

We're running quick DNS on two Macs on site And Webstar on the server.
Obviously with the load balanceing plugins we could, set up a second copy of
webstar etc, offsite this would be fine except for the fact that the server
has a lot of Dynamic pages and the remote version of webstar would not have
access these pages.

Ideally the set up we're after, would send all requests to the main
server until, It was no longer available. When this happened the second
webserver would kick in to handle the request.

The main problem as I see it is that any request for the dynamic pages
must be sent to the first web server.

Are there any load balancing options which allow for for requests being sent
to the second server ONLY when the first server is down, and do not require
identical sets of software in both servers.
