we try and do anything through the web interface it says "User database
disabled"

Well, that's a FileMaker Pro thing... make sure you don't have another
copy running on another machine somewhere with the same serial number.

Well, I run the web server employee as a part of NO groups and it works
fine... {shrug}

You need to update the files in your Web folder with the new ones.
