I'm going to assume that you're using QuickDNS 3.x, since it's been
most of a year since 3.0 was released and since you didn't say
otherwise. If you're using QuickDNS 2.x, most of the statements below
will not apply, and I'll need to give mostly different statements.

I'm getting non-LB responses. In other words, your main QuickDNS
server is responding as if you were using round-robin load sharing,
instead of the more advanced load balancing mechanism. This generally
indicates that QuickDNS Load Balancer isn't running on the QuickDNS
server machine.

You should not have to configure the slave server at all, except when
you first create the zone. If you weren't connected to both servers
when you created the zone, then you should add the zone as a slave
zone to your second server. You should also at that point connect to
both servers, then open the load balance record and check the
checkbox next to the second server in the last section of the dialog
box.

If you look at the slave zone on the second server, it should appear
almost the same, but with a couple of extra NS records with the same
name as your load balance record.
