No, it can't be done. The best you can do is 99.99% to one server,
with 0.01% going to the other server.

You might be able to configure the backup server to try to get the
correct data from the main server, only putting up the "Routine
Maintenance" page when it can't contact the main server, but this is
not an easy thing to do. Probably the best tool for creating such a
solution (on a Mac OS web server) would be WebSiphon.
