Neither ns.ourplan.net nor ns2.ourplan.net have any idea what to return for
ns3 since there are no A records for ns3 in their zone files. ns4 does not
respond. Since your domain registration says:
Domain servers in listed order:

NS.OURPLAN.NET 64.177.200.132
NS2.OURPLAN.NET 64.177.200.133
NS3.OURPLAN.NET 65.195.38.114
NS4.OURPLAN.NET 65.195.38.115
All four servers should have identical data [A records] concerning these
hosts. It seems to me those four servers should also be referenced in NS
records in each zone file to substantiate the data in your registration.

You have some bizarre duplication here... You forgot to enter a trailing
period and the domain was duped? I don't see any A records for ns, ns2 or
ns4.
