Reverse and PTR records Setup questions :-(

I'm having some problems with my ISP with regards to my reverse DNS
delegation and before I start yelling at people :-)
I would like to make sure everything on my end is setup correctly.

OK here it goes.

Also after I have the reverse delegation completed should I have the
IP 207.228.103.154 pointed directly to mail.netextras.com?

Should all the IP's point(on the 207.228.103 subnet) to hosts even
though they are just being used for desktop user computers?

Am I missing something?
