Unfortunately, query restrictions aren't supported by any version of
QuickDNS for classic Mac OS.

If you're setting up a special DNS server just for this purpose, you
can block this at your router.

Otherwise, I'm afraid the folks at MAPS (run by Paul Vixie) are too
fond of the capabilities of BIND (a product offered by ISC, run by
Paul Vixie, and made under contract by Nominum, run by Paul Vixie) to
make allowances for other DNS servers made by other companies. The
most obvious option at that point would be to switch to the BIND name
server.
