Change Billing Cycle items not being changed

We edited the billing cycles of about 100 users last month to change to
other plans effective Nov 1st.

We did our November 1st billing and the accounts were not automatically
changed to the new plans.
The accounts were billed on the current plans, yet the billing cycle record
still states it should change to plan xxx on Nov 1st.

The preference is also set to yes to automatically change plans on the
invoicing preferences.

Any suggestions?

Also, how do I do a search for these records to change the plans manually
again.
