Note that the error message doesn't indicate that a zone transfer was
refused, but that the SOA query failed. So a zone transfer
restriction wouldn't cause this.

It may be. Due to the number of times this comes up on the list,
we've done some investigation. We haven't found any reason for it
yet, but it's still an open issue.

It should go away (temporarily) if you simply make a trivial change
to the zone and save it.
