Actually, negative caching is mentioned right from the beginning, in
RFC 1034, section 4.3.4.
It is optional for both the authoritative name server and the
recursion server. I don't recall if QuickDNS, as an authoritative
server, will give a cache-able negative response; I know it did not
as of version 2.x.
