both "P" and "W" have load balance records for a domain that can be
served from wither "M" or "W".I have tried various percentages of
"50/50" , "1/1" , "99/1" and "1/99". Seems that no matter what I do,
when using LBtester, the only IP address that is returned is for "W"
If I test either DNS server using LB Tester, I always get server "P"
even though load balancing is set up to 1/1.
Now here is the weird part. Right now, the "A" record in the zone is
for server "P". If I change the "A" record to server "M", then all LB
tests return 100% to server "M".

A browser on each of the DNS machines can reach both of the web
servers by IP address.
