I am not really sure this will do exactly what you are hoping to
accomplish.. The only real way I know of to gain this type of redundancy
is with BGP.. You do not need a large amount of IP addresses to do this..
You just need at least a Class C, an ASN from ARIN and two providers that
support BGP, as well as a router that can support BGP.
