He didn't actually try a HELO statement. Remember, the error message
wasn't, "the mail server doesn't respond," but rather, "the mail
server doesn't understand SMTP."
If he'd gotten to that point and then entered "helo anything", the
server would have appeared to hang for a while - at least, that's
what I'm seeing from here. It eventually would have responded
normally, but only after a minute or two of doing nothing.
DNS Expert is unwilling to sit there for a couple of minutes waiting
for a response.
