The option is there for historical reasons, as near as I can tell. I
for one have never heard of any actual production use of this
feature, with either QuickDNS or BIND, except for the (problematic)
scenario you suggest.
Do not have your slave servers use each other as "backup master"
servers. At best, this will have no effect; otherwise, it will cause
problems.
Here's what the option is for: Suppose you want to have a three-level
system, with a "primary master" (the server where you make your
edits), a small number of second-tier "masters" which update from the
primary master, and several slaves that update from the second-tier
masters. In the slave server configuration, each slave could have
each second-tier master listed.
I frankly cannot imagine any problem that would be solved by such a
setup which couldn't be better solved some other way. But the
possibility is there.
