The man page for rc.conf is missing in OS X, but my understanding is that it
does use rc scripts at startup to some extent or another. However, the
preferred approach in OS X is to add appropriate files to either
/Library/StartupItems or /System/Library/StartupItems. The top of /etc/rc
includes the comment:
# Customize system startup by adding scripts to the startup
# directory, rather than editing this file.
