BIND, 80% of internet DNS, will query all your delegated NS's and use the
RTT, round-trip-time, to home in on the fastest NS.

When an NS doesn't respond, ie it's RTT is on the long side, BIND doesn't
use it anymore (but will keep checking its RTT so it always has chance to
become the fastest).

I don't know how other DNS implementations react to the unreachable NS's.
