Would this mean that someone who prepaid for a year, and was only credited
one month at a time would be issued a refund for the remaining 11 months?
The "proper" way to handle prepaid accounts is to setup an escrow account
and draw from that each month, because they have not yet used the service.
Unless you state "No Refunds" somewhere in your TOS, you have an obligation
to keep those funds available (especially if you're a publicly traded
company). I understand most ISP's do not do this (including ourselves),
but there are times when a customer has a negative balance for any number
of reasons but that does not mean we want to issue him a refund.

Perhaps the option to toggle this on/off would work?
