no, it can be 1 or more seconds.
CNAMEs are probably screwed up as often as they are used
correctly. breaking a CNAME syntax can break zone authority, and THEN your
DNS traffic will skyrocket because no other DNS's will cache your records
if your NS is not authoritatively answering. essentially "$TTL 0"
