We tried this. We attempted to have the account to create from the web
interface as a regular account, but input a master account. This way
does not create the billing cycle onto the master account. It actually
invoices the slave(regular) account and sets the billing cycle onto the
slave account. How can we input an account from the web, that bills to
the master, but is able to hold or terminated?

No... a termination date on a slave account means nothing. By
definition, a slave account is dependent on the master account for
EVERYTHING (including termination). So the new style events will not
affect it either way.

In order to terminate a slave account independently from the master, you
need to change the account type to something other than slave (you can
still leave them link together though).
