Since trying again didn't help, have you tried downloading the
installer again? If you still can't get it to work, we can give you
manual installation instructions.

Apple's server admin app has an on-off switch for DNS. You don't need
to mess with this if you're going to use QuickDNS - once QuickDNS is
installed, it will show as being on all the time, and you won't be
able to set it to the off position.

As far as QuickDNS is concerned, there's no functional difference
between Mac OS X and Mac OS X Server.
