That would be because the definitions are not there - oversight on our part.

From the BIND 8 documentation:

localhost
Matches the IP addresses of all interfaces on the system.
localnets
Matches any host on a network for which the system has an interface.

However, like you, I've seen "localnets" not work as expected.
Instead, use explicit network notation, like this:
192.168.1/24
This matches all addresses on the 192.168.1.0 class C subnet.
