That is the remaining hours the customer has if they are on a block usage
plan (it only applies to block usage).

If you are changing them with the scheduled change date (on the billing
cycle detail screen), you can set it to auto-set the usage flags when it
changes with the following preference:
Maintenance & Preferences -> General Preferences -> Invoicing -> Changing
Billing Cycle Updates Usage Product

No, if you are using block usage, you will need to turn it on on a per
customer basis (remember they will only be billed when they have used up
their allowed usage, not monthly or quarterly or whatever under a block
usage plan).

Time 1 should be different than what?
