You could do it with the offer code system... On an online signup, customers
can enter an offer code which allows them to get discounts, access to
special products if you want, but at the same time, it can track referred
by, referring from, salesperson, etc. So it handles the marketing side on
the backend. Once I did setup a system for someone that had the Optigold
online signup read a cookie from the customer and use the cookie value as
the offer code (they had their web server set it), then make the offer code
a hidden field, so they don't fill it out (or even see it).

Commissions and referrals are only paid out to paying customers. Like
commissions based on invoices are only based on invoices that are paid for
example.
