OK, thanks but why does it not add the user to the radius database

during the time when I add the customer to OptiGold and their billing
cycle item. It only add the user to the radius DB after the customer is
in OptiGold and then I add a billing cycle.

That would be normal... if someone (or some thing) tries to trigger a
"Create Customer" event, but you have none defined, it will let you know
if you have it setup to do so (you can turn off the notification if you
would like under the Server Events Setup).
