You could set them up as block usage customers that have billing cycle items
that expire after 1 month or 40 hours (make it a 1m, 0d, 40h product).
Although it *would* carry over unused time to the next month though. That
is the only thing it wouldn't be able to do is take away unused time credit
in it's current form...
Also, on the prorating, if you don't want to prorate, but you want their
billing cycle to always be the 1st of the month, did you just want to give
them free service instead of prorating? (you would need to do one or the
other).
