Prorating

Right now no one is prorated (Asside from slaves) everyone is on the day
they signed up..

Now for a group of users lets say PoDunk area I want them to prorate. These
are existing customers not new ones.. New customers I had not even thought
about yet.. Those I would maybe need to setup an offercode for so that I can
key them into a group and deal with them..
