QuickDNS, by default, includes two logging channels. One is to
syslogd (/var/log/system.log on Mac OS X) and the other is to
/var/named/quickdns.log. All the details are spelled out in
/var/named/conf/logging.

Here is the log statement (from quickdns.log) for successfully
loading the root hints file:

08-May-2002 10:06:19.194 load: info: hint zone "" (IN) loaded (serial 0)

Unless one does some serious monkeying around, changing boot scripts
and file ownership and such, QuickDNS for Mac OS X runs as the root
user.
