The SOA is returned for a negative answer, because since bind 8.2 or so,
the SOA's 7th field was re-defined as the zone's "negative TTL" (it's no
longer the "default TTL" which must now in BIND be "$TTL value" at top of
the zone file).
negative TTL says: "cache for TTL time in your DNS that this record does
not exist".
