We make it so that the CVV codes are required and depending on your account
it will do address verifications too. The problem with ISP's is that we
aren't actually "shipping" a product, so billing and shipping addresses don't
really matter. However, the person would have to know the mailing address
that matches the address on the card AND the CVV code or it would decline the
card. We also have our online signups use the pending feature so we can look
at the account before they are actually added. It's worked well for us, so
far.
