Isn't that only when the 'whole' account is cancelled?

I'm not sure if we are talking about the same thing, a customer can cancel a
domain or an email without cancelling their entire account, so a log to the
notes is preferred otherwise the domain name will be deleted altogether
(even with Cancel Domains/Emails when customer canceled) is set to no.
Also, when the customer actually cancels, we would want the username
released for another to use, keeping it in the system can cause problems for
someone else wanting to use it (or worse, have someone search on the user
name only to be confusing an active acount with a deleted one???)

It appears that in order to change passwords, you have to enable password
viewing. We don't want our technicians to see passwords, but we want them
to be able to change passwords for customers when needed.
