I don't think there is... ultimately what you are asking is for a way to get
prepaid cards manufactured without the manufacturer knowing the numbers.
The best thing I can think of would be to not tell the manufacturer what
they are *for* so they couldn't use them if you are worried about it. But I
would think if they are in the business of manufacturing things like prepaid
cards, they have some sort of internal security in place. But that really
is something that you would need to investigate with the manufacturer
directly.

There isn't a way on my end to validate if a prepaid card is stolen or not
as long as it's a legitimate number...
