You normally shouldn't need to restart the server. For example, if
you change a zone, the change should be loaded into the server within
seconds.

However, if you do need to restart the service (for example because
of some stale data in cache, or whatever), you can do so as follows
in a Terminal window:

QuickDNS 3.5:
sudo qdnscontrol stop
sudo qdnscontrol start

QuickDNS 4:
sudo qdnscontrol stopnamed
sudo qdnscontrol startnamed
