Because it would be a bit more work to create an installer that can
upgrade the server to BIND 9. By sticking with an 8.x version, the
configuration files don't have to be significantly altered,
content-wise. For example, the installer doesn't have to generate an
rndc key.

If Apple releases an OS with BIND 9 installed, we'll have to update
our installer. Until then, we're sticking with the same major version
as Apple has used to date.
