This sounds like "The lookupd Problem", which has bugged some of us
since before 10.0, and now in 10.2 it is finally bothering enough people
that Apple might start listening.
The short-term fix for me has been a little script I call "restartlokupd.x"
which runs
sudo /System/Library/SystemConfiguration/Kicker.bundle/Resources/restart-
lookupd
until the next time lookupd (or DNSAgent or whatever) decides to fail.
