Moving secondary DNS

Hi,

We are preparing to move to OS X in the next six months but currently all
our servers are OS9 and so our two QuickDNS' are version 3.5.1.

We want to move the DNS secondary off site which means that its IP# will
change. Can I simply take down the old server DNS facility, move the
files and reinstall in the new place and bring it up again? Or should I
play it really safe and set up a temporary third DNS for the transition
and, if so, do I have to buy a new licence?

AND, do I have to change all the delegations of the domains I have to
reflect the new ip# of the secondary or are the tld smart enought to
"see" the change by relooking up the domain name on my primary? I am only
talking about 30 domains here.
