No, that's not necessary. The problem is evident in the fact that you
cannot get a zone transfer when you send the request from the slave
server.

Make sure that nothing blocks port 53/TCP between master and slave.
Start looking at other potential networking problems. Make sure that
the master server's DNS service is up and running.
