I don't think this buys you enough, if anything, to justify the double work
of visiting verisign twice to change each glue record in sequence rather
than simultaneously. The old ip for the backup dns will still be cached 2days.

do this in all cases.

I can't see any significant advantage in running short TTLs past the day of
the switch.
