It's been fixed for 3.1.6... It has to do with it automatically populating
the info based on a matching zip code in the system (it would have done it
for city too). If the zip code is correct, you can fix the problem by
searching for all customers with that zip code, the first one that comes up
will have the wrong state. Fix it there for a quick-fix.
