Some people invoice BEFORE they are setup on the server. I'm not the one
to ask, I don't run an ISP. {shrug} If you don't want to do it that
way, you don't have to.

Yes, if they owe you money (because they have an invoice, it will try to
bill them, regardless of their status). If you are talking about
invoicing, check the Invoicing Preferences, and turn the "Invoice Pending
Accounts" to no.

It could happen... {shrug} If you don't want to, then don't use it. :-)
