You said that there's no way they could receive an email if they're not set up on the server, which this situation falls under the same pretense...So since you believe it could happen (which I do as well) you should also believe it could happen with the welcome letter when first creating an account... Actually, we add the account on the server first, then enter them in billing, so we are able to do it that way...
