Yes, that's true. Assuming you're both using server software that
understands the DNS Notify mechanism, and assuming the necessary zone
data is correct, then changes saved to your server will be reflected
on his server within seconds.

Note that the classic Mac OS version of QuickDNS uses QuickDNS
Server, which does not understand the DNS Notify mechanism. In this
case, you would be relying on the older refresh mechanism, which
means you'd be well-served by setting the Refresh interval at the top
of each zone to something like 30 minutes (1800), with the retry
interval set to something like 5 minutes (300).
