The only thing I can think of would be to add a bit of logic to the
isp.cust.payment.create.txt format file...

Change this:

[FMP-option: Identification, list=Payment Type]

To:

[FMP-option: Identification, list=Payment Type][FMP-If: Field: Account Class
.eq. _Class_]<option VALUE="_Payment Type_">_Payment Type_</option>[/FMP-If]

Where _Class_ is their account class and _Payment Type_ is the payment type
you want to add for them.

That's off the top of my head... (I didn't test it)
