SurePay CC rejection for online signup

I am trying to finish setting OG up for online signups. We use SurePay as
our processor.
When a customer signs up with correct CC info, everything works fine.
If they signup and there is a problem with their card, the online signup
does not pass
any error codes back to the customer to tell them about the problem (invalid
expiry date, etc).
Instead, OG creates and invoices their account, but doesn't fire their
server events.

How is OG supposed to handle CC rejections during online signup? Is there
some facility for letting the
customer go back and try again with a different card or with corrected
information? Is this problem specific to SurePay, or is it a generic issue
with online signups?
