But registrars take action against accounts with blatantly incorrect
contact info...when it is pointed out to them. Joker does nothing
about such bogus info. In fact, Joker consistently processes
registrations with obviously bogus contact info (999-999-9999 as a
phone number, null as an address, etc.)

Joker used to be registrar of choice among geeks...a great many who
still have their domains there and a much smaller subset who still
register new domains through them. Many do not seem to be aware that
Joker is now a registrar of choice with spamhausen.
