You draw the line when spam starts spewing from those domains and
people complain to the registrar that the domain is being used as a
spam source and/or the domain has been registered with intentionally
bogus contact info. A decent registrar, like GoDaddy, will terminate
the account. A bottom-feeding registrar, like Joker, will ignore the
complaints and allow shady business as usual.
