The problem was Joker. The OLD Joker system (where any and all legacy
domains are held) is pathetic, and needs manual intervention by a Joker
staff member (its just a GUI for a monkey at a typewriter). The fact that
they take 5-10 days to sort through their email is a problem.
Possibly this is solved by the new Joker system, but given the difficulty
they still present for transferring to another registrar (quoting "German
law") I think you are still in big trouble if you register through them.

No, that is incorrect. You cannot transfer domains away from Joker easily or
quickly as with most registrars. Check their "help files":

This is an elongated process which definitely takes 14 days to complete,
during which time if you miss a step they make you wait 3 months before
starting again. A true pain in the a@@, and much more difficult and arduous
than the industry standard method of doing so.
As for changing Name Servers, they still require manual intervention by
Joker personnel. If you have a domain with Name Servers under them, good
luck in an emergency. If your admin address is located at a domain which
loses its server IP, then you won't get the admin emails, and Joker will put
a 3 month hold on them, and you will lose your hair.
This system is designed to tie clients down infinitely, not to provide
quality service.

I expect English. The lingua franca of the world and definitely of the web,
most definitely of my business. Especially in regards to a mission-critical
service for your domains. Do you speak German? If not, start learning!

Sure, after jumping through weeks of hoops.
Good luck, I hope your business doesn't suffer, let alone collapse, from
their poor service.
