A proper referral (delegation) when following the recursive
resolution process is one in which the referred name is lower down
the inverted tree that is the Domain Name System than the one the
recursion server already has. (Whew! Did you get all that?) So the
test is, is the referral "less than" (i.e. lower down than) the name
of the previous referral?
In the cases being logged, the answer is no (or, in programmer-speak, "!").
To further illustrate the point, here is a normal recursion path
(right to left), complete with "less than" signs:
