Yes.
In QuickDNS 4.x, simply select the server in the Manager window, and
then tell it to Refresh. You can do this via an item in the File
menu, or via an item in the contextual menu.

You pretty much never need to mess with the TTL of the SOA - the SOA
record isn't changing (other than the serial number), so you don't
need to worry about whether it gets cached.
