Some followup information to this. The problem is definitely related to the
change email server event running on the web access system. If I use the
web interface to "Change Password", it changes both the email and radius
passwords just fine. If I use the web interface to "View Emails", then try
to "Change Password" on the main account from there, it changes the radius
password, but gags on the email password with the strange pop-up window on
the FM web access server.
