If you check your SMTP mail log file on your web server (it's in the FileMaker Java Extensions folder), does it log the welcome letters as an outbound email? As far as the billing cycle thing... no clue. You said you already checked to see if you had the setup product ID set to itself for that product... and that's the only thing I can think of. Also, I tested it on this end without any problems... so it's a bit difficult to troubleshoot on this end.
